JOB TITLE: PERSON IN CHARGE (PIC)

LOCATION: Leinster

REPORTING TO: HEAD OF CARE

Hours of Work: 39 Hours per week Monday to Friday

CANDIDATE WILL:
• Be of good character.
• Hold a third level qualification (minimum level 7) in Social Care or other relevant third level qualification with at least 3 years Management experience in Social Care.
• Have excellent communication and interpersonal skills and report writing skills, and be proficient at managing records.
• Have an understanding of up-to-date best practices in rehabilitation, care and support services.
• Have an in-depth knowledge of legislation, regulatory and practice guidelines pertaining to residential care for adults and children with disabilities.
• Be able to give professional advice and support to residential managers and staff teams in multiple designated centres.
• Be self-motivated to strive for the highest standards in social care.
• Have excellent management skills and be able to motivate others to deliver the highest standards in social care.
• All GALRO Staff Require to be Garda vetted at least every three years.

PRINCIPAL DUTIES AND RESPONSIBILITIES ARE:
1. To ensure effective and efficient daily management of all aspects of operational delivery of residential services under their area of responsibility/control.
2. Nominated manager to ensure the provision of high quality, responsive and sustainable services in accordance with HIQA regulations and relevant legislation (including Safeguarding of Vulnerable Adults and Children and Trust in Care).
3. Nominated person in charge of assigned designated centre(s) in accordance with the Health Act 2007 (Care and Support of residents in the Designated Centres for Persons (Children and Adults) with Disabilities) Regulations 2013 and the National Standards for Residential Services for Children and Adults with Disabilities.
4. Safeguarding and protection of all residents in assigned designated centres.
5. Setting and maintaining quality standards across all assigned designated centres.
6. To provide formal and informal training to social care staff as required to ensure they understand documentation and complete forms/reports in standardised format.
7. To devise new or revise existing policies and procedures in consultation with Senior Management and HR.
8. Ensure that current policies and procedures that guide practice are implemented in each assigned designated centre.
9. Carry out weekly audits to ensure all documentation and records are in place, completed correctly and up to date at each assigned designated centre.
10. Carry out needs-led assessments and risk assessments for new admissions in consultation with Senior Management, referral sources, professionals and family members.
11. Participate in six-monthly unannounced service evaluations as requested and contribute to the evaluation report and action plans for improvement to services.
12. Complete annual report for each assigned designated centre in consultation with Senior Management.
13. Advise on improvements to services to enhance quality for service users and to meet HIQA standards and any relevant legislation and best practice guidelines.
14. Direct and support Designated Centre Management Team, and ensure they are kept up to date with revised policies and procedures new legislation and guidelines from HIQA.
15. Assist Senior Managers with registration of new centres.
16. Advise and direct Designated Centre Managers to keep all necessary records and make all necessary notifications to HIQA.
17. Carry out regular supervision with Designated Centre Managers and staff responsible to the role.
18. Advise and assist Senior Management on matters relating to service user programmes and rehabilitation needs and safeguarding or welfare matters.
19. Develop and operate efficient systems for monitoring the service, giving feed-back to Senior Management and progress reporting.
20. Work with all stakeholders including Management and front line staff to develop and implement innovative programmes and initiatives to address evolving and/or unmet needs.
21. Prepare documents and reports relevant to GALRO services and individual service users. Attend meetings, case conferences and reviews to promote the best interest of service users.
22. Participate in GALRO 24 hour on-call roster and respond promptly to emergency call-out or give advice to front line staff.
23. Take necessary action when on-call duty to support front line staff as required.
24. Respond promptly to emergency call-out and take necessary action to address a given situation.
25. Exercise duties in accordance with all legislative requirements including Health and Safety.
26. All other duties and responsibilities appropriate to the role that may be assigned from time to time.
